Fed shutdown averted, but at what cost?

According to the bit of news I heard after the "Merlin" season finale, the warring parties got together and made a deal that cuts $2B from the current FY budget and keeps the lights on through next week.

So where's that $2B gonna come from? Not filling job vacancies? Will some people be laid off (RIF'd, whatever you call it), some contracts broken? Inquiring minds want to know.
